Build 5 - 434: New function to allow a free ticket CRS download on the error queue to be sent back to the list for re-validation.

Global Option / CRS - Allow transfer from error queue to list .

When free ticketed downloads are sent to the error queue, for example when the Operator doesn't exist. Originally that download could then not carry on the download process, unless a ticket batch was created.

Now whenever any free ticketed downloads hit the error queue, you are now able to re-send the booking back to the main list correctly.
