6829 build 5 - Banking process tightened up so a final banking cannot be run before a draft.

When departmental branched sites ran a final without processing a draft banking, we found that the data would store correctly within TTFA0S, but not in SUMMPOST AND CONSAUDT files.

This new message has been added for Departmental branches, when they try and run a final banking straight away.

None-departmental branches will not see this new message, and will be able to run a final without a draft.
